KYIV.- Russian forces bombed a city hospital in Kharkiv and energy infrastructure across ten Ukrainian regions in a massive overnight barrage, Ukrainian President Volodymyr Zelenskyy said on Tuesday, November 3, 2026, in what he described as a "complex, massive attack" whose main target was energy. Zelenskyy said 73 people were injured when the hospital was directly struck, damaging its cardiology department where patients were receiving treatment, while local authorities in Kharkiv reported dozens wounded across the city and more than 1,000 windows shattered at the medical facility.
Russia launched 289 attack drones, 17 ballistic missiles and 59 cruise missiles across nine regions overnight, Zelenskyy said, a barrage that coincided with the United States midterm elections. Ukraine's Energy Ministry said energy facilities in ten regions came under attack — Vinnytsia, Dnipropetrovsk, Zaporizhzhia, Zhytomyr, Rivne, Odesa, Chernihiv, Chernivtsi, Khmelnytskyi and Kharkiv — hitting power generation plants, transmission and distribution substations and combined heat and power plants. Emergency power outages were imposed in Kyiv and six regions after equipment damage and voltage drops in the high-voltage grid, and in some regions scheduled outages will leave consumers without electricity for more than 12 hours.
Blackouts across the country as winter approaches
More than 180,000 people were without power in the Zhytomyr region on Tuesday morning, Governor Vitalii Bunechko said, and targeted strikes left most of Vinnytsia without electricity and nearly 180,000 households without power in Zaporizhzhia. Ukrainian power utility DTEK said three of its power plants halted operations after significant damage from the intense attacks, with no injuries reported at those sites. Ukraine's Air Defense Forces said they shot down or intercepted 309 aerial targets, including 3 ballistic missiles, 49 cruise missiles and 257 drones.
Russia's Defense Ministry said it had targeted electricity facilities in the Vinnytsia, Dnipropetrovsk and Kharkiv regions, and claimed it shot down 856 Ukrainian drones overnight, with Moscow Mayor Sergei Sobyanin saying 493 drones were fired toward the Russian capital. A Ukrainian drone attack wounded two employees at an oil refinery in Yaroslavl and caused a fire at the site, Governor Mikhail Yevrayev said, while Moscow-installed officials reported rolling blackouts in Russian-occupied Crimea after attacks on energy infrastructure. In southern Ukraine, rescuers and volunteers kept searching the cratered site of the destroyed aid facility in Komyshuvakha, hoping to find missing residents alive under the rubble.
